France Moves to Back South Africa’s Struggling Cities with €100 Million Loan

France is preparing to extend a €100 million (about R2 billion) loan to South Africa in a bid to revitalise deteriorating urban infrastructure and improve basic service delivery in key metros.

The funding, currently under discussion, is expected to support efforts to upgrade essential systems such as water, sanitation, electricity and waste management areas that have come under increasing strain in many of the country’s major cities.

The proposed financing will likely be channelled through France’s development agency and is designed to complement broader international backing already in place. South Africa is currently benefiting from a much larger funding programme supported by global partners, aimed at strengthening municipal performance and restoring failing infrastructure networks.

Officials say the initiative forms part of a wider push to modernise urban centres while also addressing environmental challenges and energy transition goals. The investment is expected to help municipalities improve efficiency, expand capacity, and respond to growing demand in densely populated areas.

France’s involvement underscores increasing international confidence in South Africa’s urban reform agenda, even as cities grapple with ageing infrastructure, financial constraints and service delivery backlogs.

If finalised, the loan would add to a series of recent funding arrangements aimed at stabilising and upgrading critical public services offering a much-needed boost to cities facing mounting pressure to deliver reliable infrastructure to residents.
